So to anyone tackling this project check that fuse as well before doing everything else first. Pull the plastic cap off the fuse chassis and you'll see a square relay fuse switch and replace it for the brakes. But not when it's clipped in on the brake. I replaced the bulbs, fuses, and brake light switch and they still are not working.
