I think A/C high pressure switch is fine (replaced anyway) and A/C clutch switch is good. Then about a minute later do the same thing again with the cooling fan coming on and off at the same time. Apparently I had a problem loading refrigerant into the system... Loading...

You didn't mention it and there is nothing in your profile. A/C begins cooling and pressure rises on high side, low side goes down as expected. A/C has alway been stable until recently when compressor froze up. If still problem persists, then contact air conditioning repair vero beach technicians who would do the job effectively and effeciently.
It seems that the unit clutch might not be getting voltage, but then again the clutch might be bad. At this point if the fuses and relays check out please leave it to a professional.
