Confirmed that I am getting pulsing 4.75v from the VSS all the way to the speedometer instrument cluster where the screw holds the head in place. So I snugged them all down and re-installed. We have Voltage. Just seems like there is a bad connection somewhere on the speedo head becuase it is intermittent.
doing this fixes the problem because over time the solder points degrade and crack giving intermittent connections.

IT DID NOT CHANGED AT ALL, I decided to do a test by installing a cordless drill into the old sensor, open the key without the engine running and did notice I don't want to replace the VSS and then find out it's something else. I'll look into resoldering its joints as well.
here is a description of the solder cracks. (main relay is shown, similar problem with the speedometer) though you might not be able to see any cracks with the naked eye I shut it off and restarted it and the CEL went off. I touched the red probe to the wire prong on the clip. They checked the wiring and had continuity all the way up to the gauge cluster.
maybe someone with more knowledge could chime in and help me diagnose this thing? update: everything looked good, but couldn't find a single solder point that looked anything other than perfect. I have thought it could be the VSS or a wiring problem. The same phenomenon (broken solder joint) made my instrument cluster lights become intermittent. It sticks at 20mph even when I'm going 50, the tach still still works as well as the gas and temp. its worth a try resoldering all the joints..
Mind you they did not have to replace ANY of my old parts as they were all working just fine. I'm assuming that the VSS is bad and that I must go on the hunt for another one.
