Unless you have a nice multimeter and know how to use, the easy thing is to simply just undo the electrical connector to the fan motor. It is common for it to break and fall into a position where it blocks the fan intake. I've heard of other folks having to get a $50 relay switch for their cooling fan on comparable jeep models, but the one I replaced was a $10 one.
