I have no equipment to check voltages. The capacitor is good- tested with a meter- and I bypassed the t-stat and got the exact same result, so I know it's not that either. I went through the steps you suggest when my AC would not cool. I have approached management on several occasions and they throw up their hands and say all the tests are normal and they don't know what to do if anything.

Sure enough after I took out the fan and cleaned the inside of the outside (hope that makes sense) coils and oiled the fan motor we are up and running. That can be tragic since in southern climates (not sure where you are) the upstairs can get brutally hot and the unit will not cool it down.
