I swapped to a different ecu and it was reading speed via VagCom (measuring blocks) but it was incorrect. I got a safety inspection coming up and this will make me fail that inspection. I'll chx the cruise control and fuses.

It's not likely the cluster, probably just a sensor.

I think if the speed sensor is bad it wouldn't show mileage on scanner while driving. I'm not sure if that's a difference between manual and automatic. Then it came back halfway home... The rpms drop back to idle really quickly and abruptly instead of slowly-Strange-which makes me think with some certainty that the codes are part of a related problem. Also the gas gauge seems to have been affected somehow.
