You need the PCM that was starting and shutting it down after a few seconds..I dont know what has happened, maybe you got a bad PCM.. it does not work there, if i turn it more clockwise it starts to work but it is bouncey and quits when warmed up.

You allready know that your old one was faulty because the voltage was 7v and the used one was 2v, and a New PCM will correct your issues..
